In Windows for Workgroups 3.11, enabling 32-bit file access
makes WfWG to bypass the file access functions of MS-DOS, and
to use instead an Enhanced mode (protected mode 32-bit code)
file system driver which is compatible with the MS-DOS file system.
This file system driver does its own (write-back) hard disk caching in
protected mode instead of using SMARTdrive services. This helps
the system to avoid expensive protected mode/virtual-8086 transitions
which would be needed if MS-DOS system calls were used. The protected
mode implementation may also be somewhat more efficient since it
can use 32-bit instructions and there are not quite so much pressure
to keep the code small, even at the cost of speed.
32-bit disk access refers to the ability to access the disk controller
hardware directly from a protected mode driver, instead of going through
the system BIOS with software interrupt 013h. The benefit is again
that there are a lot fewer expensive protected mode/virtual-8086 mode
transitions. If 32-bit file access is not used, 32-bit disk access
helps mostly (only?) to speed up access to the permanent swap file.
However, if 32-bit file access is also used, essentially all file
and hard disk operations will run continuously in protected mode,
without any awkward processor state switches - just as if Windows
for Workgroups were a real operating system. ;-)

I saw the other posts and thought I'd clarify the rather confusing answers.
Microsoft has a 32-bit protected mode Winsock MS TCP/IP (Daytona beta)
which is available free to any owner of WFWG 3.11. It is on their
anonymous ftp server: ftp.microsoft.com in the path peropsys/WFW/tcpip/vxdbeta
and the self-extracting archive is mtcpb2.exe.
The OTHER TCP/IP which was mentioned in the path Advsys/,,, is a much older
real mode DOS implementation which is a real memory pig and not
the optimum for Windows apps.
